szopen It stays ON after power failure, but as I know it depends on firmware version, my 15A plug has WiFi v 1.0.3 and MCU v 1.0.3. These smart-plugs are the end of the reliability of the "BlitzWolf" brand, not only there were versions with different load capacity released under the same model, but also unpredictable behavior without prior testing (10A version with fw 1.1.1 and 1.1.1 stays OFF, but with fw 1.0.0 and 1.0.0 stays ON and there is no possibility to change firmware).
