Flyboy No. The windmill generator comes with a charge controller. What is needed to make a full working installation: a) tower, or mast to mount the windmill on, b) battery, or batteries to connect to the charge controller, c) inverter to connect to the battery, or batteries to convert the dc voltage to ac voltage for use, d) connecting cables from the charge controller to the battery or batteries, e) a suitable enclosure for the charge controller, battery, or batteries and inverter.

wujiahui Input voltage :12-60V or 8-16V Selectable Wide output voltage (12-80V) adjustable This can output the voltage you want, but I don't know if it is used as a wind turbine dump load controller
