similae That is not a problem with the regulator. If you calculate the output of that solar panel I=P/U you get max output of 0,25A. Deduct some losses (not even speaking of optimal angle to sun etc) and you have 0,2amps max output from that panel. Normal USB charger gives you 2 amps, not 0.2.. Get some 12V 24W (or more) panel and see what happens then.
